NEW REVENUE ESTIMATES RELEASED
The Legislative Fiscal Bureau released new revenue estimates that add $88 million ($60 million in Tribal revenues) to the previously projected $1.6 billion budget deficit. While the report showed the added deficit, it also highlighted the increased growth in the state’s economy with income increasing by five percent. Governor Doyle is scheduled to deliver his budget address to the Legislature on February 8th.

RACE FOR GOVERNOR BEGINS
Last week, two gubernatorial hopefuls made moves that signaled their intentions to run for the 2006 GOP nomination. Formally announcing his candidacy was Milwaukee County Executive Scott Walker (R-Wauwatosa). While 1st congressional District Representative Mark Green (R-Green Bay) did not formally announce his bid, he made campaign finance moves that could signal his intention to join the race. Green and Walker’s former legislative colleague and current Assembly Speaker John Gard (R-Peshtigo) announced he will not be a candidate in 2006. The GOP primary for governor is set for September 12, 2006.

LEGISLATION CIRCULATING
Rep. Debi Towns (R- Janesville) (LRB-0107) - The bill would allow state employees who secure health care coverage from another source to opt out of the state’s health plan. Employees who choose this option would receive a stipend equal to 25 percent of the lowest premium amount that the state would otherwise have been required to pay on his or her behalf. This stipend would be subject to payroll and withholding taxes.
